Gary Perlow serves as the Regional Managing Principal for the firm's East Region including the Baltimore, Bethesda, Boston and Tyson's Corner offices. He is a member of the firm's National Real Estate and Tax Credit Services Practice and also heads up the firm's National New Market Tax Credit (NMTC) Practice Group. Gary has been with the firm for more than 20 years, working with federal, state and local agencies in all areas of real estate, community and economic development and finance, including the various tax credit programs, tax exempt bonds, and credit enhancement programs.
Gary specializes in advising nonprofits, developers, community development entities, syndicators, investment bankers, financial intermediaries and investors on evaluating investment opportunities, preparation of CDE and NMTC applications and the structuring of equity sources, financing options and investment alternatives. In the NMTC Program arena, Gary has worked closely with the Community Development Financial Institutions (CDFI) Fund, Community Development Entities (CDE), National NMTC Coalition and other groups connected with the Program since its inception in December 2000. He was chosen by the CDFI Fund to participate in its national industry roundtable committee, which assisted the Fund in evaluating its asset management, compliance and monitoring requirements under the Program.
Gary is recognized nationwide as an industry leader in the NMTC industry and is a frequent speaker at NMTC conferences. In addition, he has published numerous articles on the subject. He has acted as a sounding board to the CDFI Fund in the development of this Program and also assisted the newly formed National New Markets Tax Credit Coalition with the design of various prototype investment models utilizing the credit for both training and investor presentations.
